Leasing can be cheaper at the outset than purchasing, and equipment can be replaced with newer models at only a slightly higher payment. Lessor-required maintenance agreements result in better upkeep, and vendors inform the agency of new equipment developments. However, the total financial outlay over the lease period will be greater than the purchase price, and the agency should be certain of its needs at the time of leasing to avoid renegotiation. Agencies should be careful to include a buy-out clause in the contract, budget staff time to administer the leasing program, and employ an attorney and financing expert to review the lease procedures. The Illinois Department of Law Enforcement selected instruments through a competitive process, submitting RFP's to various vendors. A table depicts these procedures.
