Police relationships with the media and with city agencies providing support to the department are generally poor. They are characterized by suspicion and mistrust. Police should establish a public information unit to work with the media and conduct joint planning sessions with city representatives. Police relationships with other criminal justice agencies are generally good; a high level of cooperation and coordination exists. Most citizens are supportive of the police, although blacks and Mexican-Americans had more problems. Survey respondents identified specific areas where police need improvement. Most police officers felt department morale was low and that leadership quality was poor. Many felt the need for better training and career opportunities. Other police concerns are noted.
