Current criminal laws and procedures are complex and confusing. The bill drafts the jurisdictional base for each offense separately to ensure that the jurisdiction for each offense extends only as far as necessary. It employs innovations to combat white collar crime, modernizes civil rights statutes, addresses the operations and proceeds of racketeering along with campaign practices, and takes a more enlightened approach to rape, among other provisions. The report covers jurisdiction, culpability and complicity, bars and defenses, and the various offenses covered under the act. Judicial administration and procedures as well as ancillary civil proceedings are also addressed. Many of the prepared statements include footnotes.
