A comprehensive study was conducted for the Department of Justice to determine what factors influence human incapacitation by handgun bullets.
Abstract
An evaluation of the effectiveness of nearly all commercial handgun bullets was made. The report describes the methodology developed and the application of this methodology to handgun ammunition evaluation. Data on the individual test rounds fired are published in the following companion reports: 'Ammunition For Law Enforcement: Part II, Data Obtained For Bullets Penetrating Tissue Simulant,' BRL Report No. 1940, 'Ammunition For Law Enforcement: Part III: Photographs of Bullets Recovered After Impacting Tissue Simulant,' BRL Memorandum Report No. 2673.
