Restitution to victims of juvenile offenders is based on the principle of holding individuals responsible for their actions. Recently, several juvenile restitution projects have been established as a result of disenchantment with traditional rehabilitation programs and the increasing interest in crime victims. The CRP takes cases referred by law enforcement agencies. It requests that juveniles sign a contract promising to fulfill restitution obligations or face legal action. The CRP evaluation indicates that the participants' recidivism rate was lower than that of the control group tested and is cost effective when compared to other alternative dispositions available.
