The program had as its goal the addition of 200 Hispanics to the ranks of local, State, and Federal law enforcement agencies in New York. This was to be accompanied by efforts to assist in upgrading 150 Hispanic officers already employed in the target agencies. Program operations during the initial year of implementation have been directed primarily toward training and recruitment programs whereby interested Hispanics were recruited both internally (departmental) and externally (from the community at large) and trained in the requisite skills needed to pass promotional and entrance law enforcement exams. Additionally, the program has provided followup services consisting of physical fitness training and counseling. During fiscal 1973-74, the Institute assessed the needs and responsiveness of law enforcement agencies in New York City regarding Hispanic representation in those agencies. The Institute also provided technical assistance services to those groups and organizations which requested help in remedying the inequitable representation of Hispanics in their agencies. An evaluation has determined that the goals of the program have been met. The program has recruited 2,688 applicants and trained 880, of which 354 have performed successfully on entrance examinations and are waiting to complete the process for appointment. Further, the program has recruited 153 applicants and trained 114 to assist them in upgrading. The program has also recruited 401 persons for the New York and New Jersey Port Authority Police and Facilities Agents, Suffolk County and Newburgh (New York) police exams and recruited minorities for three Northern Virginia police departments. The appendix describes Operation Outreach, a program for entering the public schools to inform students about career opportunities in law enforcement.
