This report describes the types of youthful offenders screened out of the California Youth Authority (CYA) under new decisionmaking criteria requiring that juveniles admitted to the CYA must be able to benefit materially from its services.
Abstract
It studied all criminal court cases involving youths aged 18 and older who were committed to the CYA during the time the new procedures were in operation. Blacks were slightly overrepresented among the rejected cases. In general, rejected cases were more criminally involved than accepted cases, although all cases were similar with regard to background characteristics and type of commitment offense. No references are cited.
