Issues addressed relate to the legislative framework of juvenile justice as well as its organizational structure. Emphasis is placed on the police role in juvenile justice and the problems registering juvenile delinquency incidents within the general framework of crime statistics. The efforts of social work and welfare institutions that assist children are also mentioned. Increased willingness and capacity of such organizations to handle diverted delinquents would decrease the rates of juvenile justice involvement. Much remains to be done in both preventive and rehabilitative assistance to juveniles-at-risk. Tabular data and about 20 references are given.
