In the final quarter of Atlanta's project on Managing Criminal Investigations (MCI), various methodologies were used to accomplish the goals and objectives of the five components of the project.
Abstract
The first component, alteration of the patrol role, sought to expand the role of the patrol officer in the initial investigation to include the detection of solvability factors and to develop a system for documenting the presence or absence of solvability factors during the initial investigation. The implementation of an inservice training program has been important in working toward these objectives. Component II, the implementation of case screening, has aimed at developing a mechanism for screening out predictably 'unsolvable' cases as well as a system for advising victims of the decision to suspend their active field investigation. The third component, the management of the continuing investigation, has the objectives of developing procedures for case assignment and review and a system for administrative review of cases not warranting a followup investigation. Component IV, which focuses on increasing the number of convictions in cases brought to court, has the objectives of developing case preparation procedures consistent with prosecutorial requirements for charging, indictment, and conviction, as well as creating a mechanism for providing feedback to the police on case dispositions. The final component, the monitoring system, aims at providing the police administrator with a means of continually assessing the operation of the entire MCI system. Specific objectives are to establish identification of evaluative criteria and develop a system for the collection and dissemination of information so that judgments can be made. This is the final quarterly report of the project, and the program is currently awaiting an assessment from an independent consultant.
