This report summarizes suggestions made at a 1979 workshop on how to prevent and tighten law enforcement efforts against boat and marine equipment theft.
Abstract
Groups concerned with marine theft should work in concert to solve the theft problem. The workshop recommends that the National Association of State Boating Law Administrators develop an educational package to promote interagency law enforcement cooperation and should review and update their Model State Boat Titling Law. The Coast Guard should be aware that the hull identification number (HIN) is an effective tool in stolen vessel identification and that manufacturers' HIN lists should be maintained. The insurance industry's recrational boating premium and loss statistics should be gathered and analyzed, and a standardized reporting form should be used. Tips for boat owners in preventing theft and taking proper steps after a boat is stolen are included. The workshop agenda, participants, and correspondence are included along with a list of suggested reading materials and sample theft reporting forms. Footnotes and photographs are provided.
