The host countries were Great Britain, Belgium, the Netherlands, Switzerland, France, and Sweden. The program intent was to provide students with comparative insights into the law enforcement systems of neighboring countries and to promote better relations among their police forces. The visits were preceded by intensive preparatory study and followed by students' reports of their findings and experiences. Among the traffic-related issues investigated were manpower and command order of traffic control assignments and management, public education and information dissemination regarding traffic regulations, and data on traffic accident fatalities.
