The Committee suggests that one way to expedite case flow (since increasing delays are a major problem) is to eliminate serious offenders and recidivists from the PTI application process. Judges should play a greater role in administering and operating PTI programs, and program staff should include minority staff in reasonable proportion to their numbers in the participant population. A restitution or community service component may be included in a client's service plan, and PTI reports on client status should be available to the prosecutor and judge. PTI programs need greater exposure, particularly in the local and community press.
