The programs aim mainly to deal with the structural unemployment occurring when skills offered by job seekers do not match skills needed by employers. All juveniles committed to the State's two juvenile facilities and adults with an expected release date of about 2 years receive institutional education and training. One of the main issues facing these programs is the difficulty of providing an appropriate sequence of training service in a situation which also demands custody, supervision, and movement through various institutions. Adults with a minimum security classification and who are near their release or parole date are eligible for work release or study release. The Adult Work Experience Program provides subsidized work experience to inmates eligible for work release. The Youth Work Experience Program is similar in objectives. The transitional employment program provides subsidized jobs and a source of income to parolees who are unemployed at the time of release. The Purchase of Services Program provides a wide range of personal adjustment services to persons both in and out of institutions. Wisconsin Corrections Industries provides employment within institutions and maintains a self-supporting prison industries program. Additional training and employment programs are provided by the Division of Vocational Rehabilitation and the Division of Community Services. Tables are included.
