The Bureau of Prisons should provide more firearms training to employees who are most likely to use weapons but may not need to provide such training to all of its administrative/support staff.
Abstract
It may also be feasible to eliminate the requirement to train all correctional officers in the use of the carbine. Providing such training to selected individuals at facilities that need this weapon could be a more cost-effective alternative. Moreover, the Bureau needs to reassess the results of its self-defense training program based on the Japanese martial art known as Aikido. Finally, the Bureau should explore alternatives to providing centralized training to all first-year staff. Study data, footnotes, and agency comments on the recommendations are included.
