This manual is the procedural guide for the selection, summoning, and supervision of petit jurors in New Jersey and is intended for use by judges, administrators, and jury support staff.
Abstract
Procedures for preparing the master list of prospective jurors deal with both automated and manual preparation, and procedures for the selection of prospective jurors focus on random start sequential selection, random generation, and randomization without replacement. In the section on the qualification of prospective jurors, attention is given to a uniform jury questionnaire, the screening process, and the preparation of jury lists. The selection of petit jury panels is considered both for counties where electronic equipment is available and where it is not available. Procedures are also presented for an alternate mode of selection. Procedures for the summoning process cover the term of service, summoning jurors, excuse or postponement from service, summoning yield, and defaulting jurors. The section on jury pool operation provides procedures for juror use, monitoring, and improving juror use. Guidelines are also presented for juror orientation, juror facilities, jury commissioners, and discharging jurors. Consideration is also given to the directory nature of jury statutes, foreign juries, publicizing the importance of jury duty, presenting gifts to court employees, and the use of talismen. The appendix contains oaths, related statutes, related court rules, random number table, sample jury order, sample order for appointment of temporary jury commissioner, and a glossary.
