The report identifies and describes alternative policy areas for placing currently jailed juveniles, provides model cost data on these various alternatives, illustrates the potential cost impact of different policy decisions, and provides planning information for States and localities to use in formulating their own removal plans. All policy options are evaluated and presented in terms of factors which affect costs. These factors include physical security arrangements, supervision levels, services offered, and client tenure. The variety of alternatives are categorized and typified by cost differentials. The model cost information addresses these generic types and represents data on how much these alternatives presently cost. Recommendations include State and local jurisdictions identifying the juvenile populations served and the potential for using various alternative programs and services for this population, using the planning process to ensure the most applicable and reasonable allocation of available funds toward removing juveniles from adult jails, and minimizing the costs associated with removal wherever possible to overcome potential resistance due to monetary constraints. Finally, Congress should permit flexibility in the target date of full implementation of State plans mandated under the Juvenile Justice and Delinquency Prevention Act.
