The first step in determining the format is an assessment of the local situation regarding women on probation and parole, confined in jail or prison, and under the jurisdiction of the juvenile justice system. Workshop processes should focus on the presentation of facts obtained on the local situation of the female offender, descriptions of model projects proven effective in other communities, and the development of recommendations and an action plan. The workshop format might include a keynote speaker, a panel presentation, a film, small discussion groups, and a tour of a jail or prison for interested workshop participants. Workshop participants should be carefully selected, possibly including criminal justice professionals; employment and training specialists; female offenders; and representatives from women's, youth, and community service organizations.
