Among the arguments cited to illustrate the need for such programing are the rising crime rate, increased likelihood of victims' reporting crimes if they are assured of support from the criminal justice system, and the success of programs undertaken in communities throughout the country. Services such programs should provide to victims and witnesses include receiving a written brochure that explains procedures; designating an individual in the department to handle issues related to victims and witnesses; informing victims by phone, mail, or person of the outcome of the case; and providing emotional support and assistance to victims who are apprehensive about testifying in court. Victim/witness services should be informative and therapeutic; they are still needed in many communities. An annotated bibliography contains 21 items.
