During the same period, California probation departments reported 126,181 new referrral cases to BCS. There were 2,23l first commitments to the California Youth Authority from juvenile court in 1982. A total of 60,612 juvenile cases were under supervision by probation departments on Dec. 31, 1982. Rates for juvenile arrests and new referrals during the period 1973-82 have shown a steady decline since the peak in 1974.
