Title: Integrated Approach to Children in Trouble

Annotation: This report presents the content and outcome of two workshops that explore the conceptual base and implementation of integrated programs for troubled youth in Wales, with attention to social services, educational services, the police, and probation.
Abstract: Concerns that prompted the workshops are discussed. The first workshop heard considerable expression of doubt about the efficacy of the current emphasis on placing problem juveniles in community homes with education on the premises, while there was concern about the underuse of community-based alternatives. Workshop participants were asked to explore plans for social services departments to develop wider interagency strategies for serving juveniles. The workshop materials provided include a note on a conceptual framework for an integrated approach to youth as well as a statistical background paper on the use of resources in Wales. Other workshop papers focused on children with serious educational problems, the use of regional facilities for juveniles, reasons for a new approach to dealing with troubled youth, and a center for troubled youth. The first general session of the second workshop consisted of a panel of speakers from the Welsh Office Social Work Service, the Home Office Probation and After Care Inspectorate, and the South Wales Constabulary. Workshop participants produced the outline of a policy statement for the consideration of the four agencies involved. This statement is included in the report. A plan for an integrated approach to juveniles in trouble is provided for the Cynon Valley District. The appendixes contain the workshop programs and a list of the members of the planning groups and workshops.
