The study describes the implementation of social policy at the local and State levels, analyzes program innovation in the juvenile justice field, and focuses on the role of the social administrator. The analysis examines what key actors, certain justice system units, and social agencies did in respect to the project. Problems of finances, organizational and interorganizational politics, the provision of services, administrative planning, and community support are also examined. The exploratory methods involved document review, field interviews, and observation. Findings are presented in terms of input (innovation model), process (program implementation), output (results and perceptions, individual program effects), and feedback.
