The guidelines apply to anyone working on a task force case. They aim to provide enough structure and uniformity to ensure that all task forces serve the basic goals of the task force program, while permitting flexibility to meet specific needs. The task force program aims to identify, investigate, and prosecute members of high-level drug trafficking enterprises and to destroy the operations of those organizations. The two ways of achieving this goal are the addition of Federal resources for the investigation and prosecution of major drug trafficking organizations and improved interagency coordination and cooperation in the investigation and prosecution of major drug cases. The guidelines cover the policies and standards of the program, the structure for national oversight of the task force program, the administrative structure and functions at both the national and field levels, and the procedures to be used by the task forces.
