This newsletter is intended as a layman's guide to family court and criminal justice for the Niagara, N.Y. community. It provides an update on recent court observer activities and discusses areas of legislative change for which the citizen's group is advocating.
Abstract
Topics dealt with in this issue include the community service penalty, drunk driving, the emotionally disturbed and the mentally ill, child protection and custody, and victim protection. Specific data are reported on court delays, probation figures, and Niagara County juvenile facilities. Discussion highlights areas where change has occurred after the court observers' program pointed out problems. Tabular data are provided.
