The report of the Education Committee examines the current system of alcohol and highway safety public information and education in New York State, compares that system to the state-of-the-art, and suggests improvements that contain no new costs or new legislation. It includes suggestions for components of a statewide public information campaign and discusses the role of elementary, secondary, and higher education in alcohol and highway safety education. The report concludes with a description of a model for an alcohol and highway safety public information and education program, a discussion of two alternative systems of public information which are based on the model program, and several proposals for funding the components of the model program. The Enforcement Committee presents three models for statewide enforcement of driving under the influence: (1) improvements to the current system, (2) statewide random blitz model, and (3) a statewide specialized enforcement team model. The Committee on Court-related Issues concludes that there are few modifications that can significantly alter the court process to expedite the handling of DUI cases. The emphasis of the report is on the need to differentiate the criminal nature of the charge from the administrative action which results.
