The most diverse types of educational programing are found in Alberta, New Brunswick, and the Northwest Territories. In British Columbia, the emphasis is on external programs and the use of existing educational institutions rather than on formal education offerings within the correctional center. All the centers offer courses brought in by outside educational agencies. These agencies supply course materials and equipment as well as personnel. A majority of the centers provide some orientation for teaching staff from outside educational agencies, but the extent and sophistication of this orientation varies. Some of the courses qualify for credit from outside educational institutions. Clear statements of the purpose of educational programs in correctional centers do not exist in most Provinces. In addition, most of the respondents to the survey which formed the basis of this report thought that the public was unaware of the educational efforts made in correctional institutions. Respondents agreed that protection of society is the most important purpose of the correctional institution. The rehabilitation of the individual was listed by several Provinces as the second most important purpose. Punishment and deterrence were ranked as least important.
