This report summarizes the progress of a nationwide, federally funded effort to remove juveniles from adult jails and lockups. Participating in the initiative are 78 rural counties in 12 States and the entire States of South Carolina and Hawaii.
Abstract
All of these sites have committed themselves to removing all juveniles from jails. To accomplish this, removal strategies were developed in two phases -- a policy planning and development stage and an 18-month project implementation stage. Among the alternatives pursued by the participating agencies were 24-hour intake and crisis intervention services, detention screening guidelines, transportation services, home supervision options, detention centers, and foster care families. The report provides data on the costs associated with these alternatives and list obstacles experienced by program participants in their attempts to remove juveniles from adult jails. It also summarizes responses from questionnaires regarding juvenile intake and detention practices. A map and data tables are supplied.
