The conference addressed the subject of offenders as an untapped economic resource. Speakers noted that offender employment can be a profitable business opportunity. Employers need to be aware of correctional economics and its relationship to business costs and profits. Employment of offenders is much more effective in crime prevention than other correctional programs. Such employment shows great potential as part of the solution to rising crime rates.
