This survey of offenses, arrests, and law enforcement manpower in Minnesota for l980 shows increases in both personal and property crimes over l979.
Abstract
The report first describes the Uniform Crime Reporting Program and indicates the number of law enforcement agencies contributing data. A statewide overview notes that the crime Index, excluding arson, was 9.3 percent higher in l980 than l979. The crime rate increased 7.8 percent, with larceny being the largest category of serious crime reported. The clearance rate dropped from 23 percent in l979 to l8 percent in l980. Violent crime accounted for 5 percent of all crime Index offenses reported in l980, an increase of only 3 percent over l979. Total property crime in l980 increased 9 percent over the previous year. However, burglary and theft-larceny increased, while motor vehicle theft decreased. Of the l09,354 arrests reported for l980, 73,346 were adults and 36,008 juveniles. The report also surveys trends in specific Part I offenses. Tables cover arson; crime Indexes for sheriffs' and municipal police departments; statewide offenses and clearance; a crime Index summary from l936-l980; and arrests categorized by age, sex, race, and specific kinds of narcotics arrests. Also supplied are regional and urban-rural comparisons and information on numbers of law enforcement employees, officers killed or assaulted, and officers' firearms discharges. Charts, maps, and a glossary are included.
