The report first describes the Uniform Crime Reporting Program and indicates the number of law enforcement agencies contributing data. A statewide overview notes that the crime Index, including arson, decreased .5 percent from l980 and the crime rate decreased l percent. The clearance rate for total crime Index offenses remained the same at 20 percent. Larceny was the largest category of serious crime reported both in l980 and l98l. Violent crime accounted for 5 percent of all crime Index offenses reported in l98l and increased l.2 percent over l980. Property crime decreased .6 percent, although within this category, burglary increased while theft-larceny and motor vehicle theft decreased. Of the l22,674 arrests reported for l98l, 87,773 were adults and 34,90l were juveniles. The report surveys trends in specific Part I offenses.
