The proposal for an African Higher Police Academy dates from 1969. In this paper, the debates surrounding the establishment of such an academy are examined and the problems that have prevented its existence are reviewed.
Abstract
The author suggests that in spite of all the difficulties, it is now time to revitalize the concept of an academy for African police forces. (Publisher abstract)
