We suspect that few of our readers have even heard of a grand jury called by public petition. We are familiar with the grand jury regularly summoned by a court and, less often, summoned by a public official. However, at least five States allow the public to call a special grand jury on petition.
Abstract
These five States are regarded as populist, with great reliance on the 'common man.' Investigations are limited to public offenses and, thus, do not encompass civil matters or even general investigations into unknown or unsuspected crimes. The authors provide us with the background for this little known democratic practice and also cover the specific legal requirements involved. (Author abstract)
