The individuals making the allegations had conflicts of interest and were not particularly reputable. One woman was a known prostitute and was attempting to open a brothel. Her allegations and the subsequent inquiry resulted in the resignation of several officers. The police have used a policy of containment concerning prostitution. However, this approach results in a very few officers having the discretionary power to decide what brothels should be permitted to operate and under what conditions. Nevertheless, no evidence supports the particular accusation that massive cash payments were made to officers; little evidence exists to support the particulars of the other accusations. In short, the evidence is so lacking in specification as to make prosecution and further inquiry unjustifiable. The appointment of a Royal Commission is not recommended.
