This paper provides tabular and graphic data as well as narrative outlines of Japan's crime trends and offender treatment activities for recent years, particularly 1982, with attention to violent offenses, offenses pertaining to civic life, drug offenses, juvenile delinquency, and mentally ill offenders.
Abstract
A narrative outline notes statistical trends in penal code offenses, special law offenses (primarily traffic law offenses), juvenile delinquency, violent offenses, mentally disturbed offenders, prosecution and trial, corrections, and offender rehabilitation. Extensive tabular and graphic data pertaining to the aforementioned topics constitute the major portion of the report. Statistics cover general crime trends, particular offenses, and offender characteristics. Data on violent offenses cover prosecution and sentencing as well as an international comparison. Data on mentally disturbed offenders encompass offenders by offense and type of mental disorder, disposition, medical treatment, and interval between previous hospitalization and commission of offense. Corrections data cover inmate populations, including juvenile facilities, and inmate characteristics. Statistics pertaining to offender treatment include parole release decisions, numbers on probation, pardons, and the numbers in rehabilitation aid hotels.
