This report summarizes the principal activities of the United Nations Asia and Far East Institute for the Prevention of Crime and Treatment of Offenders (UNAFEI) during 1982 and presents papers by criminal justice experts and practitioners on correctional programs.
Abstract
The UNAFEI celebrated the 20th anniversary of its international training courses and seminars in 1982. The report reviews that three training seminars held in 1982, as well as events related to the anniversary such as completion of a new building and establishment of the Asia Crime Prevention Foundation. It also reviews research activities, publications, cooperative activities with other institutions, staff changes, and plans for 1983. Appendixes to this section contain lists of seminar participants and the report of the Ad Hoc Advisory Committee of Experts on UNAFEI Programs and Directions. The document's second section contains materials produced during the 61st International Training Course on Improvement of Correctional Programs for More Effective Rehabilitation of Offenders. Papers by experts address Asian approaches to crime and punishment and U.N. Standard Minimum Rules for the Treatment of Prisoners. Participants' papers describe Hong Kong's correctional system, open prisons in India, and prison administration in Pakistan. This section also summarizes papers and discussions from five workshop sessions which examine juvenile delinquency, overcrowding, community-based corrections, staff training, treatment for special categories of prisoners, and prison industries. A summary report on the entire course is provided.
