One keynote paper covered the American system of prosecution, outlined the role of the public prosecutor in investigation and adjudication, and touched upon the controversy surrounding prosecutorial discretion. Another examined the development and reform of the German law of criminal procedure, focusing on the role of laymen and the principle of mandatory prosecution and the state's sole right to institute criminal proceedings. Papers, prepared for various training seminars and workshops, covered drug abuse treatment, offender classification, use of community volunteers, and the importance of modifying or even eliminating certain Western legal concepts imposed on Asian cultures.
