A review of the JJDPA's legislative history emphasizes that in previous reauthorizations, 1977 and 1980, it received overwhelming bipartisan support from both houses of Congress. The booklet explains 11 major issues in the current reauthorization: funding of delinquency-prevention programs; deinstitutionalization of status offenders; removing juveniles from adult jails and lock-ups; authorization level, appropriation level, and period of authorization; alternatives to institutionalization; the role of nonprofit and neighborhood-based organizations in juvenile justice and delinquency prevention; coordination of services to youth; juvenile justice standards; National Advisory Committee for Juvenile Justice and Delinquency Prevention; State advisory groups; and the Runaway and Homeless Youth Act. The discussion of each issue is accompanied by statements from several organizations concerned with youth. The guide also contains letters from other organizations which support the general philosophy of the JJDPA, a flow chart depicting the potential path of the legislation through Congress, the membership of congressional committees involved in the reauthorization, and a membership list of the Ad Hoc Coalition for Juvenile Justice.
