An overview of the matrix-oriented activity model for performance measurement is presented. The problem of describing a performance measurement policy in compact form is discussed. An objective criteria for selecting among alternative performance measure combinations is suggested. Recognizing the static nature of bureaucratic environments, this criteria is designed to be consistent with prevailing policy. A procedure for ranking alternative policies is devised using the measure matrix and cost information. An example of a matrix-oriented activity model is presented from the field of automobile insurance. This methodology is particularly useful in cases where no clear definitions of an optimal alternative exist. Tables and 19 references are included. (Author abstract modified)
