The methodology uses a matrix representation to describe the relationship between the characteristics of a system and the corresponding set of potential performance measures over all system activities. The matrix representation underlying the selection method is described and referred to as the activity model. The first section elaborates on the matrix components used to set up the selection problem. A framework for describing different performance measures and their combination to form a measure set is provided. An integer programming model is formulated to provide a means by which performance measures are selected in a resource-constrained setting. An example of selecting a measure set from a larger set of measures is illustrated. The model can be used to study the effectiveness of selecting a given measure set with respect to variations in the level of implementation. Thus, the model can be used as an aid in both the selection of measures and the determination of the level of implementation resources. Four figures, 4 tables, and 16 references are given.
