A position paper addressed to the city manager of Charlotte describes the primary goal of the program, which is to encourage residents to become involved in and take responsibility for crime prevention efforts through planning, development, and implementation of programs in their own neighborhoods. A quarterly summary of criminal activities in housing authority developments is reported by type of offense, rate per family, and rate per dwelling unit. Data reveal a 33.7 percent decline in the number of offenses occurring in the developments, and a 16.9 percent decline in the number of residents arrested in the first quarter of 1984 compared to the first quarter of 1983. A proposal requesting $75,000 for the continuation and expansion of the Crime Prevention Program is included, as is an earlier proposal for the same project. North Carolina's statewide initiative for security planning and crime prevention for public and nonprofit multifamily housing communities is provided. Public housing residents are characterized statistically, crime in Charlotte housing projects is explored, and miscellaneous materials used in training housing residents in crime prevention techniques are supplied.
