Prepared statements are provided by 16 of the witnesses, including the president of the Police Protective League and a member of the Coalition Against Police Abuse. Discussion focuses on the Law Enforcement Assistant Administration's grants to the district attorney's office to facilitate a more expeditious examination of the incidents involving citizen fatalities and one to the University of California at Irvine to examine the use of deadly force. The need for the police force to be sensitive to community needs is emphasized, and the importance of hiring more minority and women officers is noted. Problems with the police force are identified.
