The purpose of the New Justice Policy and Educational Program is to define the rationale and perimeters of a new public policy in support of neighborhood conflict resolution or justice centers.
Abstract
The principal task of the program is to develop a policy paper that will serve as an educational vehicle for developing and implementing a new public policy supportive of neighborhood justice systems. The principal groups identified as the audience for this material include residents and citizens, public policymakers, foundations, practitioners in the field of alternative conflict resolution, and researchers and students of conflict resolution. The policy paper will be divided into five sections. The first section will focus on how a new justice system operates at the community level; the second section will outline the principles of new justice systems; the third section will introduce the context in which the current community boards, experiments, principles, and future directions can be addressed; the fourth section will discuss studies of police, court, legal services, and correction reforms; and the final section will review system-sponsored alternatives to traditional justice mechanisms. After the paper is completed, a shorter, lay-oriented version will be prepared. Both papers will be distributed to community-based programs throughout the Nation.
