Abstract
The Single Convention on Narcotic Drugs is discussed and analyzed with respect to its provision on cannabis, and various alternatives are discussed by which cannabis could be legally regulated and taxed both within the framework of the Convention and by its modification. A short history of international efforts to reform cannabis laws is presented with emphasis on the United Nations. Finally, the Commission on Narcotic Drugs' policy with regard to cannabis is discussed and analyzed. (Author abstract)
