This report explains the survey and processing methods used to collect 1975 criminal justice system expenditure and employment data from all States and counties, as well as from selected cities and municipalities. It also contains a codebook for the survey's archival file.
Abstract
The survey annually gathers data on full-time and part-time employees and payroll, expenditures for current operations, capital outlay, contributions to employee benefits, and intergovernmental expenditures paid to State and local governments for the following sectors: police protection, judicial, legal services and prosecution, public defense, corrections, and other criminal justice services. Both field compilation and mail canvass methods are used. The archival file for each year consists of three physical files stored on a magnetic tape: a machine-readable users' guide, an OSIRIS dictionary file, and a data file. A unit in the data file is a State, county, city, or municipal government. There are 8,441 units in the 1975 data set. This document presents the codebook to the data file, along with an explanation of its organization and reference numbers. A glossary of terms used in the survey, a list showing the names of each county for which there is a record in the data file, and a description of the OSIRIS III dictionary are appended.
