The response of Skokie's residents to the Nazi intent to demonstrate are described, and their efforts to enforce three ordinances that would prevent the demonstration are examined. Introduction of legislation to prevent Nazi demonstrations anywhere in Illinois is reported, and the plans of outside groups to confront the Nazis in Skokie are noted. The entry of the CRS in the dispute is examined; its initial objective, to gain acceptance as an impartial outside party and provide conciliation and technical assistance services that would reduce tension and the likelihood of violence, is reported. However, changes in that role which occurred as a result of the growing likelihood that the demonstration would lead to life-threatening confrontations and massive property damage are described. The refusal of the parties in the dispute to participate in mediation is noted, and other operating problems encountered by the CRS are delineated. The CRS' meetings with Nazi leader Frank Collin, with Jewish and legislative leaders, and with Chicago Park District representatives are reported. CRS' efforts to help the Nazis 'get around' the Park District's restrictive insurance requirements are examined, and the Nazis' eventual cancellation of the demonstration is reported.
