Participants included journalists for both American and foreign newspapers and television, elected and appointed government officials, and academicians. Panelists presented their views on the seriousness of the world terrorist movement and evaluated the need for guidelines to deal with terrorist acts as they occur. Issues considered included the extent of the exploitation of the media by terrorists, whether or not boundaries of legitimate coverage should be established, and whether formal legislation or self-restraint is the most appropriate approach to media coverage. The symbiotic relationship between the media and the terrorist was also examined. Each panelist's statement and questions from the audience are included. An appendix presents statistics on the geographic distribution and types of terrorist incidents between 1981 and 1983.
