Connecticut needs a thorough analysis and review of its criminal justice information needs, because current practices are inefficient and confusing.
Abstract
Frustration exists in the system as a result of the lack of an effective, comprehensive, systemwide capability to access data. Individual agencies have made much progress in developing modern, effective, automated information systems, but no system exists which cuts across agency lines so that information generated at each stage in the criminal justice process is readily available and usable to other agencies in the justice system. Improving criminal justice information would strengthen the effectiveness and efficiency of the State's criminal justice process. The Governor and chief justice jointly should mandate a system review, with a goal of producing a plan for an effective, comprehensive, integrated information management system which addresses the needs of both individual agencies and the entire system. A task force of appropriate officials and outside experts should conduct this effort. Descriptions of components of the State's criminal justice system and of the current information systems are included.
