Principal firearms instructors developed and refined a standardized curriculum. The instruction and qualification covers five phases. The first phase, the advanced police firearms school, acquaints students with FBI firearms methodology and concepts, develops firearms knowledge, and improves performance in the firing of handguns and shoulder weapons. Second, the basic police firearms instructor school gives students basic instructional methodology and firearms information which enables them to conduct basic firearms training and operate a firearms range. The intermediate police firearms instructor school provides a higher degree of firearms knowledge, instructional methodology, and firearms range management capabilities. An annual police firearms instructor seminar reviews firearms training concepts and acquaints students with innovations in the firearms field. As the final phase, the advanced police firearms instructors seminar covers individual analysis and evaluation of firearms programs and instructional methodology as they pertain to the theories and concepts for training law enforcement officers. Range facilities must pass FBI safety inspection. Prior to granting certification as a firearms instructor, the board governing police standards in training or the National Rifle Association must approve the FBI lesson plans and qualifications. The FBI developed this building-block system of firearm instruction to standardize police firearms training throughout the Nation.
