In 1982 Florida established its domestic violence program in the Family Justice Department of the Fourth Judicial Circuit to intervene as rapidly as possible in spouse abuse and other family violence cases in which lack of intervention would probably mean the downfall of the family unit and additional violence.
Abstract
The program aims to break the cycle of domestic violence, so the abusing spouse can be rehabilitated and the abused spouse can become a productive partner in the family unit. A variety of sources refer cases, which include seven categories. The problem is handled as a multidimensional one. Cases involving arrests are reviewed within a few days to determine whether or not counseling and rehabilitation are appropriate. Guidelines included in this document cover the role of the hearing officer, communication techniques, basic questions to ask, questions which are often asked, and alternatives to suggest to the victims. Also included are a glossary, a flyer containing instructions for victims, addresses and telephone numbers of resource organizations, a description of one program for abusers, and forms used in domestic violence cases.
