These May 1983 hearings of the Senate Committee on the Judiciary focused on the Comprehensive Crime Control Act of 1983, which would amend the Federal criminal code in 11 areas.
Abstract
Speakers included committee members, representatives of the Department of Justice, State and local officials, representatives of the American Civil Liberties Union, and representatives of other citizen groups. Prepared statements came from these sources and from the American Bar Association. The discussions focused largely on habeas corpus, the exclusionary rule, sentencing reform, bail reform, the death penatly, criminal forfeiture applicable to organized crime and drug offenders, and procedures for Federal review of State criminal convictions. The insanity defense, the handling of violent inmates, serious juvenile crime, and transfers of juveniles to adult court were also considered. Appendixes present correspondents and related materials on the proposed law and on extradition, the exclusionary rule, capital punishment, and habeas corpus.
