Annotation
Implementation of the Alabama prison reform decrees has been a protracted process. This article examines major phases in that process and factors which appear to have influenced the pace of compliance, including decree complexity, budgetary considerations, the Alabama political climate, and the diversity of power centers in the politics of Alabama prison reform.
Abstract
A major conclusion is that, far from inhibiting policy initiative, judicial intervention has served to heighten public consciousness of prison conditions and to stimulate reforms going beyond the specifics of the judicial decrees. (Publisher abstract)
